To a degree, yes. Floriduh has been a dumping ground for people from other states for years. And the other states aren’t sending their best. FL attracts a lot of down on their luck drifter types that can pick up easy work in construction or food service.
And then there are all the rehab centers in southern Palm Beach/northern Broward counties…
