I’ve only been to the cap once. But if I recall, the balcony people are allowed on the floor but, the floor people aren’t allowed in the balcony

two of us have VIP but otherwise pretty sure everybody’s on the floor

Fwiw if you can’t sell the 2nd one the cap will refund you
